my student's logbook is full and I need to start a newone. is there a specific procedure to comply with or do I just fill my new student's logbook as usual.

It requires filing a 51847.32B form with the FAA. Highly complicated. Get a lawyer. ;)

Seriously, just start filling out the new book and carry over the previous totals. Lock the old book in some deep dark place where no one but you will find it.
 
But don't hide it TOO well...

A friend of mine literally LOST his first logbook, after "putting it away for safe keeping", thus making life unnecessarily difficult for himself come interview time.
