"them"= everyone who does not wear a badge full time as a paid peace officer.
That would include laywers and the Duke boys unless they are L.E.O.s, paid for being peace officers.

As a former full time, Deputy Sheriff there are 2 categories, Us and them
Us= sworn L.E.O.s
them= everybody else, 'specially laywers.
