You are much more passive than I am. I would be yelling 'my airplane' and telling him exactly what I thought of his flying skills. Vmc? 9-15 kts below Vmc is stall speed. You must mean something else. If you do indeed mean Vmc, you should have taken the plane from him. Also, as soon as I see someone snaking all over the final course, they are far from someone I'd feel comfortable going to minimums with. This guy gave you all the danger signs, and you rode on with a mutter and a look the other way. Please be more careful.
