Now who's more likely to implement tort reform- Bush or Kerry?

It's highly unlikely to come from the Democrats since the Trail Lawyer association is a big time contributor to the DNC.

It may come from Bush, but I doubt it. Most of the Senators are all talk when it comes to Tort Reform, I haven't heard of a serious Tort Reform bill lately at the National level.

Though Jeb Bush just forced the Florida congress to pass a Tort Reform bill, at least for Medical Malpractice.
