Does Eagle and or Cape air take jumpseater from San Juan to Tortola? If they do is July a good time to get on these flights?

had great luck with Cape outta there, they will take unlimited j/s. Don't know about July specifically but it is not the busy season per se at that time. Eagle will do in a pinch but only one jumpseater last I checked.
 
If you need to get to Tortola take Caribbean Sun. They take any 121 pilots/FA's. You will not find a friendlier group of pilots in the Islands, or hotter FA's
