Jumpseat Question for Delta Pilots

I keep hearing that DL offers flowback (unlimited jumpseat) for certain OAL carriers including CAL. Your FOM page 4-3.8 (revision date SEP 1st 2006) first paragraph under flowback program lists only AA and SWA. Is there a temp bulletin out to allow others or is this the letter of the law.

Does that mean the email from the DL J/S coordinator stating in fact that JB was now on the flowback list, is incorrect?

If you fly for an airline, you know it takes two months to get a revision... I suspect thats why the memo was sent out.
