Updates are not really a problem with Q Service on Jepps. Jepps cost a lot more than NOS, but to me are worth the money. I once worked at a place where the new CP did the same thing. I think these new guys just like to make some changes to show everyone that they are in charge, even if the changes don't make much sense.
Sleepy, it has been my experience that Q Service is not the cure all that it is made out to be. With multiple crewmembers, it has been my experience that they get messed up. Plus there are currency issues with that service that drive Chief Pilots and the Feds right up the wall. Things like improper signoffs, not signing all the signoff sheets, etc. I have used both Jeppesen and NOS and don't have a problem with either. However the NOS tend to be easier to store in the aircraft than Jepps.
