While flying into Aspen the tower was reporting winds gusting beyond the 10 knot tailwind limit while at the same time reporting instantaneous wide within limits.
A 121 operator landed based on the instantaneous winds. Do certain 121 ops have a provision in their Ops Specs to use instantaneous winds?
