Anyone know where I can find info on the ICAO oceanic waypoint short form- you know- 5240N is N5200.0/W04000.0,etc. Seems like I saw a gouge sheet some where on the web but can't seem to find it now. Thanks.

I'm not sure if I've seen the gouge sheet you're talking about but this is what I use:
N | E
--+--
W | S
Where the (use your imagination here... I couldn't get the alignment right) the vertical line represents Greenwich (0 long) and the horizontal the equator (0 lat). If you know what corner of the world you're in and can remember the diagram (it spells out "NEWS") the rest is easy.
Use "N" for north and west coordinates.
Use "E" for north and east coordinates.
Use "W" for south and west coordinates.
Use "S" for south and east coordinates.
If the longitude exceeds 100 degrees move the character from the end to the middle (taking the hundreds place in the long).
Examples:
5240N is N5200.0/W04000.0
52N40 is N5200.0/W14000.0
5240E is N5200.0/E04000.0
52E40 is N5200.0/E14000.0
5240W is S5200.0/W04000.0
52W40 is S5200.0/W14000.0
5240S is S5200.0/E04000.0
52S40 is S5200.0/E14000.0
