Do you have proof he offered to pay for this trip? Do the pilots have a forum at your place? I'd post this and reveal his name. I'd also post the trip you took from him on the bulletin board in the crew lounge with how much he was suppose to pay you and tell everyone to becareful of him. I know this all may sound childish but do it anyway.

Step 2 - On a day off when he is flight time legal, check open time
Step 3 - If an out and back is posted in open time, call crew scheduling and tell them you are the offending pilot.
Step 4 - Pick up said out an back pretending to be said offender.
Step 5 - Kick back, relax and enjoy not having to work today because you deserve it.

I think the severity of punishment is directly related to how much cash he promised to pay. I also agree with the padlocking his flight bag to the rack with a note while posting a note on the pilot web of your company.
