I was wondering what the Jumpseat situation is at Horizon. I was interested in possibly JS in the future on Horizon.

How about international jumpseating?

Can Horizon pilots accept jumpseaters, say, from PDX-YYC and back? Any special procedures a prospective jumpseater should observe?

No international jumpseating.

I believe you can jumpseat internationally, as I have had several before. However, we can not have anyone physically in the jumpseat internationally, just in the back.

This was a lot clearer than mine. No international jumpseaters in the actual jumpseat.

Really? My understanding was that CASS applies only to pilots...

And it won't work at a gate operated by F9, because they don't have the capability to access whatever it is they need for CASS. If you happen to be at a QX station on the F9 JetEx flight, you could get on with CASS. i.e. BOI, GEG, BIL.
