My experience with the viper is limited, but from that and what other more experienced viper guys have told me, the garrett is the underpowered aircraft. What you most likely saw was a noise reduction takeoff. And they bitch 20 series Lears are loud.

The most limiting thing on the Viper Hawkers was their range. We could always fly to FL from MN but only fly back non-stop 50% of the time. Most of us don't start #1 until we're almost on the runway.

Nothing turns fuel in to noise better than a viper!
