"It truly was a scam," said Betty Maldonado, a spokeswoman for Peru's aviation authority, CORPAC. "They tricked the control tower, saying they were low on fuel." The passengers were allowed to watch the game — Gambia's under-17 team beat Qatar 3-1 — but the plane remained grounded in Piura Wednesday while Peruvian authorities determined what penalties they might impose against Air Rum.
