If that's your current time, there is/was a company on the outer banks, N.C.
They do tours from First Flight. Surf Rodanthe, Nags Head, and the Cape.
Good fishing to boot. I can't recall the company name though.

Right on the field, Kitty Hawk Aero Tours does plain-vanilla "round-the-horn-in-a-Skyhawk" rides for $78 for two and $87 for three. But do treat yourself to the far more interesting ride you get when you don goggles and helmets and hop aboard their 1941 Waco biplane for a slower tour - at twice the price it's worth every penny. Two ride in front.
