FAR Part 1 defines the pilot-in-command as follows: "Pilot-in-command means the person who:
1. Has the final authority and responsibility for the operation and safety of the flight;
2. Has been designated as pilot-in-command before or during the flight; and
3. Holds the appropriate category, class, and type rating, if appropriate, for the conduct of the flight."

A pilot logs time because they have plans of moving on. Who cares how this guy can justify it to be PIC time. Nobody interviewing him is going to accept it so he won't get the job.
