Subtract 50 from the direction when the speed is above 100.

810851 = 310/108 -51C

First two digits is direction of wind (True) in tens of degrees (32 is 320 degrees)
Second 2 digits is velocity of winds in knots
Last 2 digits is Temperature

If first digit is 5,6,7,or 8 (instead of 0, 1, 2, or 3) subtract 5 (to achieve 0, 1, 2, or 3) and 100 knots to wind velocity

30,000 feet and above temps are assumed to be negative, so drop the minus sign

BUF winds at 30,000 : 821248 Winds 320 @ 112 kts, temp -48

How'd I do?

This is the part of your career where you get to say, "I've forgotten more than you know." Better just start with Discovery Flight customers for now, though.
