This is their way of getting you to update what you want to fly so they can run "practice bids" in the back ground without you seeing the results. They did the same thing before the MOAB when they were asking people to update their standing bid.
The vips notification is bait to get you to update your standing bid. Maybe they are trying to cost something being negotiated on. Maybe they are planning the clean-up bid.
They are just trying to predict the crew force. They probably figured this might get a better result than asking for help directly.
