FAR about 250KIAS speed limit

How far off shore is the 250 below 10000 waived? On the arrival into FLL (Marlin) they always have us go >250 below 10.

91.117 states speed limits.

91.117 is under Part 91 "subpart B - Flight Rules". To find out to which operations "subpart B" applies, you should read 91.101 Applicability.

It states the rules under this subpart apply to aircraft operating within the united states and within 12 nautical miles from the coast of the US.
