Has anybody ever completed this program?

Do you know what counts as "training hours"? Does it have to be training that is part of getting a rating (IFR), or can it be any training?
 
FAA Pilot Proficiency program WINGS Link

You don't have to be working towards a rating. Go up with a CFI and get the 3 hours, plus attend a safety meeting to complete a level.

This takes the place of a flight review
 
our local FAA GA safety rep has been quoted as saying

"If you're not in the wings program; don't have an accident"
