No, because reckless is not a felony in Canada. A DUI is considered to be in Canada the same as a felony, so thats when you you are barred until you get rehab. By rehab, they mean handing over money to them with an application.
 
If it's more than 10 yrs old and nothing else on your record then you don't need it. If its 5-10 yrs. then you just give some money, less than 5 yrs. you need the waiver
