Skype to skype works fine in Dubai. Skype to a mobile or land line number will not work unless you log on to a VPN first.

I didn't have much luck with Anchorfree. Tried it several times on various computers and it seemed cumbersome and slow, as well it has advertising unless you buy the full version.
