Is it improper to walk into a flight school dressed up, resume in hand, and say here I am would you like to check me out impromptu? Is this something to where I should call ahead of time and say hey I'd like to swing by and check out the place and say hello? (I'm talking about schools that don't have a current job listing by the way.)

That may be the only way you will see the Chief Pilot. Walkin with your resume and ask to see the chief. This way he/she can put a face with a name. That is far better than just having a resume in front of you. It is the norm to walk in.

Make a phone call first and find out who does the hiring. The right person could be out flying or not in that day. Walking in unannounced can work but you can also waste a lot of time not talking to the right person. Make an appointment or at least find out when a good time to stop by is. Most good chief instructors will at least spend a few minutes with you if you come at the right time.
