Cass???

I've searched around and can't really find much info on the CASS program. Could somebody please explain it to me? My understanding is that only ATA carriers can join, however I've heard of a couple of airlines which I thought were not ATA taking part in the program.
Just wondering if AirTran could ever be part of it.
