Now that I suckered ya in here, what are the policies regarding pets on-board aircraft? I have a small puppy (8-10lbs) in Phoenix that needs to get to Champaign, IL. He would be caged, obviously. Is that an item allowed as a carry-on or would it have to be placed in the cargo hold. What are the conditions like in the baggage area? warm, cold, unpressurized?

Any info is appreciated along with any suggestions on the best way to make this trip...car may be the only way, I'm just looking at my options.

I have a brother who has three times transported live pets in the cabin on Delta. Once it was an African Grey parrot from CVG to MSP, and the other two trips he transported rare cats from LAX to MSP. In each instance he was on a buddy pass, and was in the 1st class cabin, and the F/A's encouraged him to let the animals out of their small cages and let the other pax see and hold the animals. I believe Delta has a policy that only one pax on a given flight may have pets in the cabin if the container is small enough to fit under the seat or in the overhead bin.

You can safely transport large dogs in approved kennels on Delta flights in the cargo bay. This policy can be interupted if there is a concern for sitting on the ground for extended periods in high heat (Such as in Arizona) They don't want dogs or other animals to perish due to extreme heat in the cargo area if there are extended times periods sitting at the gate.
