The EU will just run through flights into and out of Canada during the first stage of cabotage. And it will pave the way for the next Open Skies deal with the U.S. as Congress is sure to sign off on it regardless of how many US jobs are lost.

ALPA Front and Center on Canada/EU Air Services Talks
On November 27, the first round of negotiations for an air transport agreement between Canada and the European Union began in Brussels, Belgium. ALPA participated as a member of the Canadian team with observer status.
“These talks, and the resulting agreement, hold the potential to powerfully influence pilots in Canada, from the aircraft they operate to the routes they fly,” said Capt. Dan Adamus, president of the ALPA Canada Board. “We know that the Canadian and European Union governments want to move quickly and that’s why the Association will be front and center throughout the negotiation to make sure pilots’ perspectives are well represented.”
In a statement to the news media, the Honourable Lawrence Cannon, Minister of Transport, Infrastructure, and Communities, said that “The European Union is Canada’s second largest air transport market. That is why we hope to conclude an agreement in a timely fashion, as indicated by the Prime Minister at June’s Canada-EU Summit.”
ALPA will review any proposals on the table and make the most of opportunities for input with the Canada government. The next round of talks is scheduled for Feb. 26-28, 2008 in Ottawa.
