It looks like an Aerospatile SE-210 Caravelle. Well at least the nose-end of it does.
 
It is a train, and definately not the French one. I think this is something that a US railroad company / manufacturer was experimenting with in the early 50's

The week before last I was driving from Philly to Denver and that same truck and cargo passed eastbound on I-70... I almost broke my neck from swinging it around so fast to look.

How funny..
 
That looks alot like the Light Rail going in Minneapolis.. although the ones I've seen testing the tracks don't have quite as much of its nose out front..

Could be for a different city..
