Various callouts philosophies are used:
Airline A: Pilot Monitoring (PM) will call “LOCALIZER ALIVE”
Airline B: The Pilot Flying (PF) will call “LOCALIZER ALIVE”
Airline C: The pilot who first notice the change will make the callout “LOCALIZER ALIVE”
Could you share how you do it at your airline and what the manufacturers generic manuals suggests.
 
New Airbus Pilot Callout: "What's it doing now?"

Old Airbus Pilot Callout: "It's doing that again."

Jokes aside please tell me who calls “localizer alive” on your SF-340B & EMB’s?
 
It was never a callout on either aircraft, but I guess it should be the first person who sees it.
 
"What's it doing now?"

and

"Where's it going?"

The first pilot who notices is supposed to state these things. But if he/she doesn't notice, then the other will state the aforementioned statements.

Common call out on the ERJ....."Sorry center, .75 is the best we can do."

At AWA on the airbus, "Localizer alive" and "Glide slope alive" are "supposed" to be PNF callouts.
 
First airline, SF-340: Non-flying pilot callout.
Second airline, EMB-145: Courtesy call, if you would like. Either pilot. Of course habit makes me call it out all the time.

Unless it's an XR, then it's, "We're doing .79, but we'll slow for the 737."
