Faced with double digit growth from DCA and IAD, BWI is beginning to level off. I think this is also due to the PHL factor, where those people that used to drive from the Philadelphia area to BWI are choosing PHL as their alternative for WN.

BWI facing competition from D.C.-area airports

LINTHICUM, Md. (AP) - Baltimore-Washington International Airport is facing increased competition from airports in the Washington area. Although BWI has been focusing on growth for years, Washington's airports have been growing even faster lately.
While the number of people flying through BWI went up 5 percent to 1.92 million passengers in June, Dulles International's passenger load went up 21 percent to 1.88 million people and Ronald Reagan Washington National Airport had a 13 percent increase to 1.43 million.
