Can't speak to why they were doing what they were doing but thermally blowing tires from high speed taxi runs has happened before.
In my past life at a Fortune 500 flight department, the company idiot that everybody hated flying with went out in the Hawker 700 at maintenance department request for some high speed taxi runs. If I recall correctly, they were trouble-shooting an anti-skid anomaly.
After the FOURTH run within about 20 minutes down a 10-thousand foot runway at our large, four-runway, warm climate, very busy home airport, three of the four fuse plugs blew out, disabling the runway for the better part of an hour. Guess he forgot that whole chapter in the Flight Manual about brake energy limits and cooling times.
It sucks, but it can happen.
