Can you start logging PIC during recurrency training or do you have to wait until the recurrency/proficiency training phase is completed.
"Logging" PIC under 61.51 based on being the one doing the flying has =nothing= to do with currency. The only requirements are that (1) you are the sole manipulator of the controls and (2) the category, class (and type if one of those) of aircraft you are flying is listed listed on the back of your pilot certificate under aircraft ratings.
 
Let's pretend your 90-day night landing currency has expired. Who is PIC while you perform the 3 takeoffs and landings required to be current?

The 90-day currency is for carrying passengers while acting as PIC. So you can go up by yourself and then log PIC.
