Nope. Check out the FAA's website and look at Part 25. Much more than just climb performance is req'd for Part 25 cert. There are very detailed systems requirements. I've got all my ground school stuff here, and the 1900D is certified 25 while the C model is Part 23.
 
Just curious, why would they want to certify the D model under part 25 instead of part 23? Also I thought part 25 pertained to a certain weight of the aircraft.
 
Not quite...

The D model is certified under Part 23(Commuter), while the C model is certified under SFAR 41C with it's performance in Appendix K(?) I believe.
