Anyone know if a Cessna 172 with one nav/com with glideslope, a Garmin 340 audio panel with marker beacon and a mode C transponder is IFR certifiable?

Well that depends...

If it meets 91.205 and has had all of the required inspections (ELT/Txpndr/Pitot-Static/etc.) then yes...

As gravity hater said, even if you only have an ADF card and no VOR/LOC/GS it can be IFR...just not one I'd want to hop into...
