This is a dispatching item, VIS and CIG
The flying part only requires VIS to go beyond the FAF. (unless specifically denoted otherwise on the plate)
That said it should not come up that often that CIG is an impedement to operation, It will happen but not so often and if it is happening often you use ex. 3585 and go forth. (assuming you have ex.3585 in your OpSpec.) This is a slightly annoying interpretation but not a show stopper.
