I have in front of me the hedley departure out of MIA. What is "ATC Climb?" for example: Rwy 8L: min obstacle climb of 382' per NM to 300', minimum ATC climb of 500' per NM 520'. I understand climb gradients and all, but never seen ATC climb. Thanks in advance.
 
The term appears in FAA ORDER 8260.46C - DEPARTURE PROCEDURE (DP) PROGRAM. It refers to a minimum climb gradient that is established in a DP for ATC purposes rather than obstacle clearance.

My guess is that it's related to the climb gradient that will get you out of the way in enough time to maintain IFR separation for aircraft crossing paths.
 
In this case, I think the climb may be to avoid the banner tow aircraft along the beach.
