If it was a -700, the EMER DEPRESS would work because the single (1) outflow valve is electrically driven and reqires no vacuum pressure. The -200 requires 10th stage bleed air to drive the jet pump. You wouldn't have that with a low pressure air cart.
(10) In case of an emergency, the emergency depressurization switch, EMER
DEPRESS on the CABIN PRESS panel, is pushed to depressurize the aircraft.
When the switch is pushed, a command signal is sent to the cabin pressure
controllers. This puts CPCs in the dump mode and drives the torque motors on the
valves to open the valves. This drive signal is also available through passive
circuitry in the controller even if both controllers have failed. The cabin shall
depressurize to the limit control setting of 14 250±750 feet if the aircraft is above 15
000 feet. If the aircraft is below 15 000 feet, the cabin shall depressurize to ambient pressure amm 21-30-00
Not to turn this into a systems class, but if you couldn't comunicate with the ground crew (because they are loading bags you didn't calculate for, and don't have a working headset anyway), what is there to do except open the door flap on the passenger boarding door? If you turn the packs off it won't help, or will it?
