Yep... you've got to get East of trinidad, well north of the islands, and south of Venezula/Panama to actually have to use the HF's.... the only time I've ever used them in the caribbean is coming from JFK or going to Bermuda.
Then again, half the time I'm going from JFK to the caribbean, they put a non-HF jet on there. Brilliant.
Do the ASA-900's have IRU's? Not sure, but that might be required to go out to Bermuda.

HF can be used in receive mode, "listen" in USA, all day long. Its the same thing as having a shortwave receiver on your coffee table, inside the US.
you cannot TRANSMIT domestically, technically, per FCC regs. FAA could care less, they dont regulate airwaves
You can transmit for a ground HF SELCAL check. Those are done every day...just can't be fueling when you do the check.
