ASA Bypass pay?

If an is f/o making 2nd year 50 seat/ATR pay but is still seat locked and someone junior to him is awarded the 700 can they still get bypass pay or do they have to not be seat locked to get the bypass pay?

bypass pay is 1 for 1 and no you won't get it if you are seat locked.
