has to do with jarops1. as i understand it, u must have the minima (rvr/met visibility) by the faf to continue the approach. can find it in the jepps manual perhaps under the atc tab.
 
I don't believe thats correct. I believe it is if you are still above 1000' agl and the visibility drops below mins for the approach, you may not continue the approach even if you are inside the outer marker. You then must execute the missed approach.
