Those cities aren't paying us, period. The local merchants have agreed to put money into a "travel bank" that guarantees a certain level of ridership. If it falls below a certain level, then travel bank money kicks in.
The interesting thing to me is that those cities that have a travel bank felt so "reamed" by the dominant carrier that they were willing to organize and contribute to a travel bank to lure Airtran into the market.
That says a lot about the treatment they were getting from the legacy carrier- doesn't it.
