Does anyone know if there is a difference between which department your Silver Bullet comes from? Example: Silver Bullet from a FA instead of CA or FO

A flight attendant can write you a letter of recommend. A pilot can write the silver bullet.

So what does that mean in terms of importance of where your resume will sit on the chief's desk? Is a Silver Bullet THAT MUCH more important than a LOR?

Kinda the same thing, but the silver bullet is from a pilot that is vouching for you and your flying abilities. It does carry a lot of weight and it does place your resume into a different stack. A silver bullet with lots of LORs is the best way to go.
