Just had one our pilots give us notice he is going to Air Canada next month. He had dual citizenship US and Canada. He was a DA-20 Captain and did a great job for us and we truly wish him well. He is going into the right seat of E-190

Yea he has a degree, but then again almost everyone has a degree. However he speaks two languages, American and English.
 
He would have to have the Canadian ATPL. Air Canada does not hire pilots without Canadian ratings. (Obviously Canadian citizenship as well)
