You can change the rule, but it applies to only those born on or after the date the bill is signed into law. Every current pilot is "grandfathered" into the current system. Therefore, everyone who is screaming that the law is unjust should be satisfied, and those that are rightfully screaming they are getting screwed by the "i've got mine crowd" should be satisfied, as well.
