Until new data comes out rehashing why they didn't stop is a waste of time. It is legal to land with a tailwind on a wet runway if your charts say it is legal. The facts will come out so be patient.

Passengers reported after the accident that they heard the thrust reversers after landing. (which would also auto deploy the ground spoilers if they weren't armed)
