4-letter airport identifier as an IFR enroute nav fix

The only time we get the KORD..IOW.JXX.OVR..LNK..KLNK type routing is if we have to print out a suplement strip with a full route. If the NADIN likes what it see's it prints out something like ORD IOW JXX//KLNK so that is why we have no pads.

Just a FDIO/HOST difference, just like HOST will accept 4digit airports in routes and FDIO won't.
