The "gust lock" is not a gust lock. It just locks the control column in a forward position. The ailerons are free to flutter about. Servo tabs do not lock the elevator in any specific position after landing. Our most senior guy at Air Wisky has been flying the 146 for over 20 years and has not heard of starting a main engine on battery(s) alone. If you want to get close to the 146, look for them in your pop cans in 2006.
