There is a restriction preventing the use of a lower-than-2000 ceiling for dtermining if an alternate is required

ONLY if there is NO circling procedure authorized.

If there is, than the 2000 has nothing to do with it.

There is absolutely no restriction on a cieling lower than 2000 for determining if an alternate is required when using circling approaches.

It only comes in to play when using straight-in minimums.
