The Air Force's rule is the pilot in the seat has the mask on when above FL350 with the other pilot is out of the seat. So I think the FAA was trying to match that.
The KC-135 has a 14' diameter fuselage and the 707 has a 16' diameter fuselage. They both started at a 14' diameter. Boeing decided to increase the 707 to 16' and the Air Force keep the KC-135 at 14'. Also the KC-135 has about 15' less of wingspan.
The students that consistantly did the best (my point of view from when I was a student and a T-37 IP) were the USAFA soaring instructors (glider IP's). Also, I don't think your degree has any bearing on how well you do in pilot training.

For Tanker pilots in the guard you get 45 days of active duty for seasoning, otherwise known as "seasoning days". Other than those days, most new copilots "guard bum" to get experience(and money) and upgrade quicker.

Please remember before you imply that academy guys are stupid or idiots, that it wasn't an academy grad or cadet who did it . Also, my dad and I are grads so I've known about academy stuff my whole life and I've never hear of anyone doing this. That includes the Vietnam situation.
