I reread your post, so you're saying if a Captain wants to jump ship to go to an airline with a better QOL does that means the FO's at that airline who want to upgrade have to leave to go to a crappy airline just so they can upgrade? Doesn't make a whole lot of sense to me.
Didn't they already have this idea once? What you're talking about is a single pilot seniority list and I think the idea has been kicked around before. But you could never get everyone on board with such a scheme without an act of congress. Might make a good thesis for somebody though.
It sounds like a typical flight instructing job meaning you only get paid when flying, and maybe a per diem or something on the road. If they don't have a client for you at that time that means you're not getting paid. Maybe it doesn't happen that often, but I'd be pretty leery of signing a 12...
I'm about to have my CFII reinstated soon. What is included in the "factory training"? What's the average amount of time spent sitting in the "pool" before you get hooked up with your first client? Are you on salary that whole time? I'm located in NW FL.

I first heard that story in 1995, and it probably goes back much farther than that. An aviation "urban legend" passed down through the generations. It is probably true, but it happened a long, long time ago.
So many of these stories start with "I knew this guy who pen whipped a bunch of time" and end with "he is now a Captain at XYZ Regional"... I know of a few of these types myself. If everyone knows someone like this then the answer is yes it is rampant, 9 times out of 10 they don't get caught...

With what you're advocating who is going to sit around and wait for the cops? It might not decrease the number of accidents but it certainly will increase the number of people fleeing the scene.
