The type of software that ASA uses is the CLOSEST thing to line bidding out there is the PBS world. NavTech comes in a close second. What is being seen as the problem here is your line divisor. With it, the senior guys get their 75 hour line and everybody gets jammed. To keep this idea alive... -

No, it is not the ONLY FAIR way to do this. You can holler all you like and it won't change anything. Ultimately, both groups must accept what is worked out after the JCBA is done. If not, it ends up in an arbiter's hands. I don't think any of us want that. -
