Tying up airspace question

So I was in Bethel, AK (PABE) the other day and it was about 20 prior to push. Bethel is Class D at the time.

I told the Captain: Hey, Ima get the clearance back to ANC.

He says: Hold on, it's still twenty minutes to push - we'll tie up the airspace until we get out.

Me: But it's a towered field - we won't tie up the airspace.

Him: Yes it will, because they don't have radar. (I'm guessing he meant TRSA or something. ANC Center has you on radar shortly after takeoff.)

So, after a few rounds of I've been doing it this way for long time, Oh, gee, me too ensues. And we leave it at: If that's what you want, Captain, that's what we'll do.

So, who was right? Where can that info be found? It seems like instrument pilot 101, but I can't find it.

Been a long time since I've dealt with anything like that. I seem to remember at a non tower field and a VFR tower (never have understood what that is!!), you were always given a "void if not off by a specific time". That way you wouldn't tie up the airspace indefinately.

Yeah, I tried to go that route, too. I think he's accustomed to FSS on the field operations.
 
You would have been fine to get the clearance.... The tower would call the controlling IFR facility (ANC center) to get your release when you were taxiing out once the tower got that release and the runway was available you would get your takeoff clearance. Works basically the same at any towered airport.
 
That's my take, too. No different than TVC or SAW.

I'm looking for some ATC-type to spew a reg or a section of something where it explains the topic.

Any takers?
 
I used to work a Class D. You can get the clearence because the tower will get your release from the Center when your ready for departure. Doesn't matter if its B/C/D airport. Its not like an uncontrolled aiport, even if they are a VFR non radar tower the IFR release is coordinated. The only time at a class C or D where that would be a problem is when you may not depart the airport prior to the tower closing. Then your clearence is void and you will have to request it again with the center prior to or after takeing off. I wouldn't make a big deal about it with the captain. Another word to the wise because its becoming more and more of a problem with some of the regionals at O'hare and I'm sure nation wide. The FDIO printers don't print you flight progress strip until 30 minutes prior to your proposed departure time so please don't request the clearence more then 30 minutes prior cause chances are we wont have paperwork or a xpdr code for you.
 
Maybe the captain just wanted you to wait til you were on the clock before starting to work??? That was one of many tricks captains I flew with used to get an extra couple minutes per leg....
